Vladislav Kulminksi is an expert in strategic/political analysis and planning and foreign policy. He is currently advising the Prime Minister’s Office on security and conflict resolution. Until recently, he was Peace and Development Adviser at UN’s Resident Coordinator office in Ukraine.
Vladislav was Deputy Prime Minister for Reintegration and Adviser on foreign policy and strategic planning to Prime Minister Maia Sandu. Vladislav was Senior Adviser to Moldova’s Prime Minister when Moldova signed the Association agreement with the EU in 2014, leading a strategic analysis unit. He developed and ran conflict resolution programs in the region, worked on public administration reforms at the World Bank and was a political expert for US and UK Embassies in Moldova.
Vladislav has an MPA degree from Maxwell School of Citizenship and Public Affairs and an MA degree in International Relations and European studies from the Central European University. He is a Fulbright, John Smith Fellow.
